Bob Timmons is correct. Typically, when someone skips more than 2 years worth of updates, updating over the air becomes almost impossible. Use your computer to update your iPhone to iOS 26.4, the most current version you can update to.
See how here --> Update your iPhone or iPad - Apple Support
If you update your iPhone, it will update to iOS 26.
There are no other options.
Note.....if you decide to update to iOS 26, you may need to use a computer, because there is a big jump from iOS 16 to iOS 26.

Any risk during update from computer in my iPhone?
No, there shouldn't be any risk. But things can and do on occasion go wrong. Just make sure you fully backup the phone before you do the updated and your data won't be lost if something goes wrong.
There is always a significant risk if you don't have a current backup stored on a computer or iCloud.....before.....you update.....just in case.
That being said, you should always have a current backup at all times.
Over a billion users have updated with no issues.

Updates:
There is no issue here. What many don't realize is the installation of beta updates (of which this update is not), as it will get in the way of use and when having to update later on.
