I have already updated my iPhone XR to iOS 18.7.7 (Settings > General > About > iOS Version: 18.7.7).
But, if I go to Settings > General > Software Update, it reports I need to install iOS 18.7.7 (387MB).
I tried, just to see what would happen, and now I get the same "can't verify" issues others see when trying from older iOS versions.
Force Restart your iPhone and see if that resolves this --> Force restart iPhone - Apple Support
