Also, you can make the Library folder visible by default, but only while viewing your user home folder:
Also, you can make the Library folder visible by default, but only while viewing your user home folder:
Press the Shift, Command, and period keys, or choose Go to Folder from the Finder's Go menu and provide ~/Library as the path.

Finder -> Go (menu) -> hold the Option key -> Library will be listed as one of the choices.
Just so you know, user Library folders (~/Library) are hidden by default, and for good reasons. It does not normally appear in Finder windows.
While you may have a specific reason for accessing your user Library folder, consider it to be out of the ordinary and be very careful about what you do there. I would not encourage ongoing access to the user Library including not setting up an Alias or dragging it to the Finder sidebar.
You are probably thinking of accessing the user library for trouble shooting measures. I rarely need to access the user library for trouble shooting purposes, but I need it daily to work with the Application Support installed there.
It will clearly depend on the software we are using, if we need to access the user library frequently. For me it changed, when the application support for open source Unix Software got moved from /usr/local to a different folder. Some great open source applications are needing configuration files, that are now expected to be in the ~/Library, for example, I am needing to modify the style sheets for LaTeX or DrRacket daily. The configuration files, that are useful for all users on the Mac can be installed in the system wide /Library, that is always accessible, but the files containing my personal data, like my letter head with my address or phone number need to go to my personal user library folder. Even Apple's own GarageBand.app is installing the Loops I am creating in my user library - I can easily fill my own storage with new loops, but there is no tool to remove them again selectively, I can only remove all loops at once, including the ones installed as a part of GarageBand, MainStage, or Logic (using the tool in Preferences > General > Storage > Music Creation). So I have to remove my own temporary Loops from the folder ~/Library/Audio/Apple Loops/User Loops manually, once I have finished a project and archived it.
The OP did not provide any reason he/she wants to access the ~/Library folder, just said it was not visible in the Finder and they wanted to access it.
Most users have no need to access the user Library folder and many who think they do end up getting themselves in trouble.
It would be best if the OP indicates the specific reason they want to get into their user Library. We would be in a better position to advise them.
