Safe site for Apple Configurator 2.16 download?

Can anyone suggest a safe site for obtaining Apple Configurator 2.16 (for use on Macbook Pro running Ventura, to try to salvage a Mac mini (2018) which is stuck in a boot loop)?

MacBook Pro 16″, macOS 13.7

If you are seeking to fix an inability for that Mac to finish its usual startup sequence then Apple Configurator is not the way to do it. Start here: If your Mac doesn't start up all the way - Apple Support.

Apple Configurator is designed to be used by institutions for mass deployment of Apple devices.

If you are trying to perform a DFU Firmware Revive or Restore, then you cannot do it with Ventura anymore.

You need a Mac currently running macOS 26.x Tahoe, or macOS 15.7.3+ Sequoia. Even Apple's own documentation is out of date since it mentions macOS 14.x Sonoma.

Here is an Apple with instructions for a DFU Firmware Restore including system requirements for the host Mac:

Here is a link to the current version of Apple Configurator 2 which lists macOS 15.7+:

FYI, Apple only allows the downloading of older versions of Apple Store apps for earlier macOS versions if the user previously "purchased" the app while that OS was still supported. If you previously "purchased" the app, then it should be available to download from the App Store purchase history/previous purchases.

You should be able to take the computer to an Apple Store to have them perform the DFU Firmware Revive/Restore. And I know this is not optimal.

You can provide Apple with product feedback here:

I would also suggest contacting Apple corporate to voice your displeasure that a necessary troubleshooting feature is so severely restricted since not everyone has access to another Mac meeting those stringent requirements:

FYI, Apple Configurator is needed to perform a DFU Firmware Revive and Restore on 2018+ T2 Macs and Apple Silicon Macs. While the Finder can be used on some host Macs, the Finder doesn't work well for an older OS. And Apple Configurator provides a bit more feedback on the current state of the Mac that is being attempted to be put into DFU Mode. Putting a Mac into DFU Mode is a huge pain even under the best of circumstances.

Thanks for your response John Galt. I was seeking Apple Configurator 2.16 to restore the T2 security chip firmware on a 2018 Mac mini, which was stuck in a boot loop and had previously been unable to be updated past macOS 13.6.4.

Fortunately, I found a copy of Apple Configurator 2.16 and was able to go through the process described in the following link: https://help.apple.com/configurator/mac/2.8.2/#/apdebea5be51

Fortunately, I found a copy of Apple Configurator 2.16 and was able to run it on an M1 Macbook Pro (running Ventura 13.7.2) to restore the Mac mini, which has now been updated to Sequoia.

I should follow your suggestion and contact Apple to express my disappointment about their choice to limit access to legacy versions of crucial apps, even if the apps were previously free. This policy can only serve to prompt users to give up on their older macs and perhaps promote sales of newer versions. However, even though I have become quite enmeshed in the Apple ecosystem over the years, I gave serious consideration to alternatives when confronted with how little value Apple seems to place on its older products and their users.
