If you are trying to perform a DFU Firmware Revive or Restore, then you cannot do it with Ventura anymore.
You need a Mac currently running macOS 26.x Tahoe, or macOS 15.7.3+ Sequoia. Even Apple's own documentation is out of date since it mentions macOS 14.x Sonoma.

FYI, Apple only allows the downloading of older versions of Apple Store apps for earlier macOS versions if the user previously "purchased" the app while that OS was still supported. If you previously "purchased" the app, then it should be available to download from the App Store purchase history/previous purchases.
You should be able to take the computer to an Apple Store to have them perform the DFU Firmware Revive/Restore. And I know this is not optimal.
