Normal login works fine. But if don't login within 3 minutes, my ViewSonic monitor is blank. To get the display to not be black I have to hit space bar multiple times and return multiple times. Then it says "your password is locked for one minute". This isn't a terrible issue, just an irritation.

Earlier Mac models
Try the following:
1 - go to System Settings ➙ Users & Groups and set your user account to automatically log in (without password).
2 - go to System Settings ➙ Energy and turn on "Prevent automatic sleeping when monitor if off".
3 - go to System Settings ➙ Lock Screen and set the settings to what you see in this screenshot (you can use whatever time you'd like in the first item):
4 - go to System Settings ➙ Screensaver, click on Screensaver button and set the time to start the screensaver to whatever time you need:
I also recommend making a change to your Mac mini’s Energy and Lock Screen Settings, then testing those changes.
In addition I would also look into the ViewSonics Standby settings using it’s on board menu.
Those settings are not in the Users & Groups section.
You need to select Energy and Lock Screen sections.
Please provide more detailed information about your monitors and cables.
What model is the ViewSonic monitor..?
Are you using high speed USB-C to HDMI and HDMI cables..?
What make and model is the monitor connected to the Mac mini's HDMI port..?
Have you tried the ViewSonic connected to the HDMI port and the other monitor on the USB-C to HDMI cable..?

macOS does not have a strict, permanent limit on wrong password attempts that locks you out forever, unlike iPhones. Instead, it uses escalating time delays after several failed attempts, starting with a 1-minute delay, then 5, and 15 minutes as far as I know.
I'm not sure about the monitor sorry.
You seen to have FileVault enabled. You can't login without a password. But you should be able to do the rest.

RE: your question about what else I've connected it to. I previously had a Dell mini tower PC connected to this same monitor and cable. No problem on that PC.
As I've said previously, this isn't really a problem. Maybe once/month I leave the room before attempting to login.
What would really help is a way to determine if I should change a setting or a device on my mac mini or ViewSonic monitor.
FWIW: I never use/used a password on my Dell mini tower PC. So I didn't have an opportunity to test it by waiting 3 to 5 minutes to login.
Sometimes on system updates some system settings get changed from what they were. It's happened to many of us with different settings.
FileVault was primarily for laptops which get carried into a lot of places. Desktops not so much, particularly if you're in a secure neighborhood and home.
