Your issue appears to be one that may produce various messages:
-“You cannot login because your account has been locked”
-“Your Apple ID is disabled in the App Store and iTunes"
-or the one in the title of this support article: If a message says 'Your Media & Purchases account has been disabled' - Apple Support
You must contact Apple to have them resolve this for you. The people on this Community are users like yourself and cannot resolve this for you.
