my photos app is not giving me an option to add text on top of my photos. Never had an iPhone and I am getting increasingly frustrated with the interface on every aspect of the iPhone. Very disappointing I can’t even add text to my photos

It is a bit hidden. Start by selecting your desired photo in the Photos app > Tap the Edit icon in the bottom > Tap the 3 dots in the top right > Tap the + in the bottom > Tap Add Text. Feel free to follow the screenshots below.

Actually, instead of tapping More (•••), you should tap the Markup icon, the little pencil to the left of (•••). After that you get Zachyy's pictures. showing the Markup tools and the + symbol.
