Resetting Ipads using windows apple device app is not working

Hello, I have received some ipads from employees that no longer work with the company, so I am trying to reset the ipad's to factory default I am trying to use the apple device app for windows 11 since I don't own a mac, and Itunes does not see the ipad with it is in reset mode. the apple device app sees the ipad and I can start the reset,but it insist on downloading a 9gb OS update which will take hours to down load, and the ipad only remains in rest mode for 15min, and once the ipad is no longer in reset mode the apple device app stops downloading and I have to start over again. the apple ID to the ipads are link company emails so I can rest their apple Id password but at this time don't see how that will help me

Go to McDonald’s or your local library to do the update if you have slow internet.

The reset replaces what is installed when necessary and will load the current iPadOS, so there will be an update downloaded. This isn’t specific to Mac or PC either, it’s how the reset works everywhere.
