Age range for Apps pop-up persisting and blacking settings

The “age range for apps” share setting is automatically set to ask first, however the pop up is preventing me from changing this setting, the “continue” and “x” buttons just exit me back to the personal information page. I can’t change this preference on the web, what can I do?
