Apple ID disabled for purchases with pending balance

Hello,

My Apple ID is currently disabled for Media & Purchases.

I also have a pending balance, but I cannot add a payment method or complete the payment because the account is blocked.

I would like to resolve the outstanding balance and restore access to my account.

Could you please help me unlock my account or guide me on how to complete the payment?
