Another upgrade another dropped feature? Creating a numbered list and basic edit features are gone. In a number list I have tried FN+Return, CTRL+Return, Option+Return and none insert a line if inside a numbered list. FN+Return works in the regular text of the email. Does anyone know the new key combination or did Apple remove it?
Fn+Return has never been a standard key combination that I've heard of. Early Mac keyboards didn't even have a Function key since it was a holdover from the PC world.
What has been the standard is Shift-Return, which is conspicuously omitted from the key combinations you said you tried.
Shift-return enters a 'soft' return character, which should drop to the next line without breaking the numbering sequence.
That said, this method works in every app I have tried that supports numbers lists - except Mail.app, which completely ignores the soft return and creates a new numbered entry, as you state. I consider this a bug in Mail.app. Please consider reporting it via Feedback - Mail - Apple
In the meantime, the only workaround I can see is to write the list in any other app (Notes, Pages, Word, etc.) and copy the text into your email.

Apple's Mail application will only accept control+Return for a new blank line in a numbered list. Just did that on a U.S. Apple Magic extended USB-C keyboard. So… a design omission leaving out the shift+Return.
Tested: Tahoe 26.6.2.
I found this bug today as well. I expected Shift + Enter to insert a soft line break, as it does in many other applications, but it doesn’t.
On my MacBook Pro’s built-in keyboard, Fn + Control + Return works, but it doesn’t work with a third-party external keyboard, which is extremely inconvenient. Please consider fixing this bug.
In the Apple Notes app, Shift-return inserts a non-numbered line in a numbered list, and the list resumes with a subsequent press of the return key.
That is the expected behavior for native apps, in my experience. The Apple Mail app behaves differently.
Not sure if there's a design intent there or it's a bug, but either way it's inconsistent.

In Notes, if I start typing a numbered list, pressing Shift-return makes a line that is not numbered.
In Safari, as I am typing, it works differently. One can press delete to type without a line number, but then the list ends (the next return does not produce a numbered item).
In Mail, there does not seem to be automatic list numbering.
