Return policy for activated iPhone with 10% fee

I bought an iPhone 17 via bank store - so i can pay monthly for it. Paid the first month and get the phone.

After few day of usage I decided to return it, because is didn’t match the expectations and i didn’t have some apps which were deleted from appstore.

The store where i got it said that i have to pay 10% of the full price and then they will return my first month payment. They can’t just return the full price, because it’s activated. Who is right here?

I did return it during 14 days period, I bought it from apple certificated partner

As Carol B. said (emphasis mine),

"If you had purchased this iPhone from the Apple Store, you could have returned it for a full refund during the first 14 days. Since you did not, "normal" is whatever rules an individual retailer sets for purchases at their store."

The "apple certificated partner" from whom you bought the phone might not have the same 14-day return policy that retail Apple Stores and the online Apple Store do. In fact, it sounds like they have a more restrictive policy – because, according to you,

"The store where i got it said that i have to pay 10% of the full price and then they will return my first month payment. They can’t just return the full price, because it’s activated."

You bought from a retailer other than Apple, and so now you are stuck with that retailer's return policy.
