iPhone 17 activation loop after update, passcode error

When my iphone 17 updates why does it when turning it back on goes back into phone activation mode again.

Never happened after software update on previous iphone.

Also further to this when I put in my 4 numbered code it does not recognise it, saying error but it is 100% the only one i ever use.

I sometimes forget my password which is the other option to reactivate but this is getting annoying as happening at akward times.
