Seems you gave Apple support access to your Mac in order to help you.
I don't think the use of this arrow feature or controlling another's device is available for general use by all those who can and can't be trusted. I could be wrong.

For the person whose computer you would want to operate on remotely.
Of course they would need to allow you access, (as you likely did for Apple):
