Apple Intelligence stuck on download

3 or 4 months ago, I tried Apple Intelligence for the first time, it worked, but I turned it off. About a month ago I tried to turn it on again, but it was stuck on “downloading”(screenshot below). I tried downloading it using cellular data, VPN, rebooting my device and more. I have even tried contacting apple support, but they were not able to help me. It has been a month, but it is still downloading.
