The recommended RAM for Creative Suite is 16GB and no Macbook NEO can even have more than 8GB. That a big strike against. Another strike: the largest SSD you can get in a NEO is 512GB. Most pro-apps and their files would devour that in short order.
The NEO is configured and priced to appeal to cost-sensitive buyers who do not need pro-app performance. Shop carefully.

That depends on your usage. I'd say for basic photo editing, video editing and other low key stuff it should work fine.
If you are a professional very high res RAW photo editor, or 4K, to 8K video editor and other higher end requirements, the Neo may not be enough. It should perform, but probably slower than a MacBook Air or Pro with more RAM and a more power CPU/GPU unit.
If you can get along fine on the iPad on your device line, with the Adobe apps you use, you should not have much issue on the Neo. Its still pretty powerful, though not on a professional level.
I really think that would be pushing it.
In my experience, Adobe's Creative software barely performs well on anything but the high end of the spectrum... That's true whether your on a Mac or PC.
You're going to want a machine with an M series processor to run Adobe CS. Preferably an M4 or M5.
