I want to use Apple Intelligence but i am required to have the same region and language. Is there any way i could use it without changing any of them?

The device must be set to a region that supports Apple Intelligence and the language must be set to a supported language. If you one of those is not correct or not supported, you will need to change it. There are reasons for requiring region and language settings.
