My iMac is maxed at Ventura 13.7.8. Microsoft 365 requires a newer OS version. Purchasing a new computer is not an option.
Can Mac mini be used as a cpu and my iMac Retina 4K purchased in 2017 be used as a monitor (still works great)?
Would the Mini have and be the governing OS allowing update and usage of Microsoft 365?

Target Display Mode went away in Late 2014 when the first 27" 5K Retina iMac came out.
Your 2017 iMac does not have it – and does not support being used as a hardware monitor for any other computer or device.

Nope' if you go with a Mac mini, then you will also need an external display.
There are some not-very-good options but the kicker is you need a working monitor on the Mini to setup even those options. A standard external monitor gives you full display options with no lag and far less power consumption.
