How to recover iCloud photos after downgrading storage plan?

Hi everyone,

I had photos stored in my iCloud account, but due to a missed payment, my storage plan was downgraded. After that, I noticed that many of my photos are no longer visible in my iCloud.

I would like to know if there is any way to recover those photos. Are they permanently deleted, or is there still a chance to restore them?

I would really appreciate any guidance or advice on this.
