Apple introduced the base iPhone 13 in September 2021, and discontinued it in September 2024, in the U.S. Thus the phone could have been manufactured anywhere from about 2 to 5 years ago.
Assuming that you don't run into any of the problems people sometimes run into with used phones, you should be able to use it for several years. (Batteries are consumables and should be replaced once the Battery Health drops below 80%, but battery replacement service is available for that phone.)
We know that it is going to receive iOS 27, and app vendors usually support the last two or three versions of iOS. Let's say that it receives iOS 28, maybe even iOS 29. That means that you probably will not be running into app availability issues until iOS 31 comes out in the fall of 2030, and third-party app vendors start making their apps require something later than iOS 28.
It supports 4G and 5G networks, which is good. Some much older iPhones only supported 2G and 3G networks, and in many parts of the world, carriers have shut those down.
It also depends on what features you want. E.g., the camera system on the base iPhone 13 is not as fancy as the camera systems on recent Pro and Pro Max models; and the iPhone 13 doesn't have enough RAM to support any Apple Intelligence features. It could be that you'll be very happy with the features of the phone you just bought; that's something for you to decide.
