Unable to remove third-party URL from Screen Time

how to remove imasdk.googleapis.com from screen time. I’ve tried setting a limit, deleting certain apps but it keeps coming back. I have reason to believe it’s coming from Duolingo, but I don’t want to have to delete it every night.

A quick search reveals that "imasdk" refers to Google's Interactive Media Ads Software Development Kit.

At least one of the apps you have installed, and/or a web site you frequently visit uses this SDK to serve advertisements during use. Screen Time is reporting this usage.

It is unlikely that you can prevent this usage without removing the apps that access it.

You are correct. If the author wants these removed, they will need to delete anything related to Google applications. These are not malicious, but it's how Google advertisers sell things to users who use Google products.
