Recovering Deleted iCloud Notes

I deleted my notes off of my iCloud and having no Notes app iCloud backup, I essentially lost all my notes as I expected they would remain on my device's internal storage. There is no "Recently Deleted" folder in my Notes app. I checked my third-party email's bin folders but found nothing. Is it possible for a server-side recovery for the iCloud Notes database to take place as this happened less than 3 hours ago?
