Just hooked up my new Mac MiniM4. Trying to launch it. It’s a black screen asking me to select a WiFi network. The drop-down menu shows every WiFi in the neighborhood but my own, recently installed, ATT router. It’s 20 feet away. I unhooked my 2018 mini, where the same ATT WiFi was rock solid. But this M4 is frustrating me. I’ve tried rebooting and resetting both units several ways. Nothing. Any clues out there?

There is nothing special about connecting to a wireless network, so the fact your new Mini detects everyone's but yours is a mystery whose solution I suspect lies in some obscure router setting. In addition to the possibility of an access control list, if your router's SSID (network name) is "hidden" it also won't appear. You would need to choose "Other..." and type in that hidden network's name and password. AT$T should be able to tell you what that is.
Recommended settings for Wi-Fi routers and access points may also be helpful.
The fact your Mini shows other Wi-Fi networks suggests its wireless hardware is ok, which leads me to suspect your router may be using an access control list (ACL) which can be configured to permit only specified clients. Might that be a possibility? Do other devices such as your iPhone connect to it? Turn on "airplane mode" to disable cellular data.
What do you mean by "unhooked"? I'm wondering why you considered it relevant.
Hooked up means physically plugging in the power, monitor, and keyboard/mouse. I guess I was wanting to stress that I had gotten only to the Activation screen, where I'm asked to choose a WiFi network. There is a long list of WiFi options that are all locked, of course. A couple even use their neighborhood addresses. We are new to this neighborhood. I just switched back to my 2018 mini, and the WiFi is working perfectly. I do believe this is an issue I'll need to take up with ATT in the morning. The problem is most likely the router. Thanks very much!
A shot in the dark, but have you tried to delete Wi-Fi service via ctrl-click and then add it back on that Mac's Network settings?
