How to resolve 'Your request could not be completed' error when resetting Apple Account password?

You may want to check Apple’s System Status page:

Eg: There could be an outage in your area: Apple - Support - System Status

You may have entered incorrect passwords too many times, before trying to reset the password, triggering the "try later" error. This may indicate a compulsory waiting period to deter unlawful access..

You may be able to reset your password on your Mac:

If you forgot your Apple Account password - Apple Support

Eg: says:

1. From the Apple menu , choose System Settings.
2. Click [your name], then click Sign-In & Security.
3. Click Change Password.
4. Enter your device passcode. Then follow the onscreen instructions to change your Apple Account password.
5. You might be required to wait one hour before changing your Apple Account password or other critical security settings. Learn more about Stolen Device Protection and when a security delay might be required.
