Problem with iCloud storage email and upgrade

iCloud mail storage is telling me not enough storage so I quit getting emails. I tried to upgrade to the basic iCloud storage and it is telling me that my credit cards are not good in the US, which I know they are because I am in the US and just used it at the grocery store down the road, I waited a few hours and tried again and I got the same error message. Does anyone know a fix? I deleted a whole bunch of emails and that should've worked but it isn't showing any decrease in my storage, either. Both solutions did not work. Is your credit card home address in the US or out of the country?

What happens when you try a different credit card?

My CC address is in the US, yes..I tried to use 3 different ones, The only thing that might be tripping it is my zip code, which is really 23456 (?) I even tried at a different wifi connection today to see if the problem was my IP address and I got the same error. Not using a VPN either. Very strange. Thanks for trying to help!
