How do I stop paying for apps after changing my Apple Store country?

Apple Store making me pay two or three dollars so I can download apps because I think when I change the country to other country and then when I change it back, it’s making me pay, does someone know how to make it stop?

I'm afraid what you are describing is not possible. If you still owe money to Apple in your former country, or you have an ongoing subscription, it is impossible to change country settings. You can't have changed it the first time at all. I'm guessing that you never changed it in the first place because you still have a pending charge. The support article Change your Apple Account country or region - Apple Support describes how to change your country setting on everything using your Apple Account, and the requirements and results of doing this.

If you did successfully change country and in doing so you added a payment method, you could be seeing a small amount of ~$1 which be an authorization hold that will be refunded (pending charge ➞ How apps, content, and subscriptions from Apple are billed - Apple Support ).

Changing the country or region for your Apple Account, requires you cancel every active subscription you have, so nothing should be charging you.

If there is a charge there, it's not for changing countries, but because there's a charge pending on your account that was never paid and you are legally responsible for.

If you have a pending charge that was never completed for something, then you need to let it complete. There is now way to avoid that. It must be charged successfully and then you can request a refund for it.
