Many people confuse Apple Card with Apple Gift Card. Are you experiencing issues with an Apple Gift card?
You mention Apple Pay, but Apple Pay is a free service and not something you add to Apple Wallet. Are you in the US and confusing Apple Cash, a virtual prepaid debit card with Apple Pay? If not, what exactly are you trying to add to your Wallet app?
