"usernoted" eats up almost 100% of my CPU. Help!

"usernoted" is using up almost 100% of my CPU. My laptop gets really hot without doing anything that should be strenuous, and my battery is draining really fast even though it's at 99% capacity. I found a post about this from 2023, and they said to reinstall MacOS. I did that, and it did not fix the problem. Can anyone help me? Thanks!

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

This test will tell you if third party interference; most extensions etc are not loaded in safe boot mode.
