You may want to check whether or not that old phone is still signed in using the old password ... ie: Look in Settings > [Your name]

If so: One way is to proceed to reset the forgotten password:

Eg: says:
- "Open the Settings app, then tap [your name].
- Tap Sign-In & Security.
- Tap Change Password.
- Enter your device passcode. Then follow the onscreen instructions to change your Apple Account password.
You may need to get a verification from a computer or device that Apple trusts to enter on the old phone : See: Get a verification code and sign in with two-factor authentication - Apple Support

If the old phone already has the correct Apple Account details in Settings:
Check whether the old phone is using the newest available iOS version:
(Updates often contain bug-fixes and security uopdsates)
You can look in Settings > General > Software updates to reveal whether or not an update is available. Reminder: If you choose to update it is always wise to back-up the iPhone first.
