iCloud email password reset: Verification code not received

I am attempting to reset the iCloud email password I write my email address and then my phone number after that tells me verification code is cannot be received on this phone number at this time.

my question is why is that?

Depending on your region, not all Apple services might be available at this time due to restrictions or local laws.

If there are no known restrictions for your region and phone number, did you try to receive the code on another device? Have a look at the related article:

on the device I do receive the verification code to the number phone. After I put the code, it says we’ve sent a verification code to your **********@icloud.com mail. But I don’t remember the email’s password which is my Apple ID password. So on the Iforgot website I try to reset after I put the phone number, it says is “This phone number cannot receive verification codes at this time.”.

for the clarification, this I have only one device on the Apple ID which I’m attempting to reset its password.
