The first thing to do is Reset your Network Settings. If you have a VPN installed, remove it first.
If you can't connect to Wi-Fi on your iPhone or iPad - Apple Support
Then perform a Force Restart on your phone:
If those steps don't resolve the problem, then you will need to perform a Factory Reset using a computer and restore your data from a backup. That is the only way the OS will be re-installed and if you don't have a computer to do that you can take your iPhone to the Apple Store and use one of theirs.
