The reason is provided in the very next paragraphs of the Unsolicited Idea policy.

• The purpose of this policy is to avoid potential misunderstandings or disputes when Apple’s products, services, technologies, advertising, promotions, marketing strategies or content might seem similar to submissions provided to Apple. If, despite our request that you not send us your submissions, you still submit them, then regardless of what your correspondence says, the following terms will apply to your submissions.
• You agree that: (1) your submissions and their contents along with related intellectual property rights will automatically become the property of Apple, without any compensation to you; (2) Apple may use or redistribute the submissions and their contents for any purpose and in any way on an unrestricted basis; (3) there is no obligation for Apple to review the submissions; and (4) there is no obligation to keep any submissions confidential.

It prevents lawsuits from some people that may just be looking to sue them for any feature that was added where it was similar to an idea submitted, whether Apple relied on it or not. For some, they would look at it as a guessing game for any possible feature included in the future, in hopes of cashing in on a payday.

Most every company has the same policy, such as Microsoft, Google, Amazon, etc....., and it goes far beyond tech companies and includes Disney, Hulu, Paramount and other entertainment companies as well.

No one posting here works for, or is in anyway associated with Apple. We can't speak for Apple.
