Prevent deletion of downloaded movies and shows - severe autism related

There appears to be no way to restrict the deletion of downloaded movies and TV shows from the TV app. This is a problem because my adult son has severe autism and inadvertently deletes his downloaded movies quite often. This becomes a huge problem when he is somewhere without an Internet connection and none of his movies or shows are available. If anyone knows a way to prevent this, please let me know. I have went through numerous community questions regarding the same issue, but have not seen any answer that fixes it. Apple appears to just ignore it as an issue which is very disappointing all things considered.
