How do I submit feedback to the App Store on iOS?

How do I submit a report that a developer appears to be deleting all new reviews under 4 stars?

This seems like a way to cheat the app store’s rating system. The ability for an app developer to censor their reviews is understandable, but deleting reviews written with no insulting language and no obscene language seems underhanded. Example: user posts a 3 star review with the title “Trialware” and reveals that this app charges a weekly subscription fee to use the app after the trial period, also posting the current regular price of the weekly subscription, and expresses dissatisfaction that there is no monthly or annual subscription option. Developer deletes the review and its rating. End consumer price displayed prominently in the app is not a trade secret as far as I know, even though the developer did not disclose in the app description that a trial subscription is required to use the product.

The Developer has no means at all to delete any of the Reviews in the App Store. The only thing a Developer can do is respond to any submitted feedback or ask Apple to review feedback that has been submitted and Apple will remove it if it contains offensive material, spam, or other content that violates Apple’s Terms and Conditions.

Apps that contain in-app purchases including for Free Trials also will have a label under the Get button saying "in-app purchases". Certainly a developer is not spending their own time, money, and pay yearly for their apps to be made available in the App Store without some form of compensation. Before In-App Purchases were available, you would have to pay to download the app and not have the option to try it out without paying.
