You can paste the transcription wherever you want, yes.

While Apple doesn't have a standalone app for doing so, if you happen to record with the Voice Memos app, it has a built-in feature of transcribing your audio into text. Otherwise if your recording is outside the Voice Memos app, there are third-party AI apps on the App Store that will do what you are looking for.

Because spoken command support and spoken audio transcription is built into Apple platforms, and has been for some years.
