Turning On/Off Private Browsing is done by following the steps here:
Turn Private Browsing on or off on your iPhone - Apple Support
Thankyou for this but the page in Safari or Chrome will not open far enough for that so I assume something else is wrong. But i do not know what it could be. I have cleared the cache & cookies and this is mostly one app but i can't get in far enough to log out
It is difficult to know what you are seeing. I am not sure if Private browsing is even the problem you are experiencing. For problems with network connections, the most common reason is a VPN, so if you have one installed remove it and try again. Turning it off is not likely to help and removing would be necessary if that is the case.
Beyond that provide a screenshot of the problem you are having as long as it does not reveal any personal information. That will at least show if you are currently using Private browsing. Stick to using Safari for this screenshot as the information that was previously provided is specific to Safari.
Thanks again for taking time with this but I think I should add a new question as I had thought it may be the private browsing. but I am considering some way to refresh an App that I cannot log out of. I am trying to work with the app originator but mostly all they suggest is dump the cache & cookies and that does not do it. Thanks for your time.

You’re seemingly describing a broken website or maybe a broken app that wraps an app-specific (broken?) website, and seemingly not a browser-related or private-browsing issue. Once you’ve cleared all saved browser data, the browsers are out of the mix.
For iPhone, deleting and reloading the app clears its local contents. Disabling the app usage of iCloud on all your devices and deleting the app on all your devices and then reinstalling the app and re-enabling app iCloud usage can usually clear (most?) data the app might store in iCloud, though only the app itself can completely reset its own iCloud data usage.
