Apple Watch 10 cellular roaming support (before adding eSIM)

I have an Apple Watch 10, Cellular version. This model is supposed to use cellular while roaming, as long as the carrier supports VoLTE roaming.

Why do I see this message in the Apple Watch app in iPhone: "Apple Watch cannot use cellular while roaming internationally" before even trying to add ad eSIM? How can it know if the carrier supports (or not) roaming, if there is no eSIM loaded yet?

Is it a bug in the iPhone app, or maybe my Watch unit (i.e. hardware) does not support roaming for some reason?

Make sure your Apple Watch is running watchOS 9.1 or later and it has been added to the Roaming service on your iPhone's plan.

International roaming isn't supported on cellular models of Apple Watch that were set up using "Apple Watch For Your Kids".

There is a difference between "roaming" and "roaming internationally".
