Unable to download prior purchases

Is there a particular reason that we can’t not download apps we already purchased if our account owes for a separate subscription. It’s getting frustrating especially because they seem to renew a day early which means one day before payday instead of when it is due

If you default on paying for a subscription, you can't use your account for anything, including downloading free apps, app updates, or redownloading previous purchases, until you have made arrangements with Apple to pay the debt.


Those are the rules, and there is no getting around them.
