The amount of storage on an iPhone is fixed forever at the time that the factory manufacturers the iPhone. It is not possible to buy more device storage afterwards.

What you bought was iCloud space – space on Apple's servers.

The two are not interchangeable. Many things (iOS, apps, anything that you want to be able to access on an iPhone when it isn't connected to the Internet) must be stored in device storage.

iCloud storage typically contains

  • Backups
  • Synchronized data (which exists both in iCloud and on all devices synchronized to it)
  • Synchronized files (files in iCloud Drive, which can be selectively downloaded)

What's the difference between iCloud storage and device storage on your iPhone or iPad? - Apple Support

If you have enough iCloud space and are using iCloud Photos, you can turn on "Optimize iPhone Storage" to permit your phone to store low-resolution, space-saving, local copies of your photos. iCloud retains full-size copies - and your phone may re-download those as you free up space or as the phone thinks they are needed. With files stored in iCloud Drive, you have control over which ones are downloaded to your phone. But other than that, iCloud is not really for freeing up storage on your phone. It's for backing up your phone and making it easier to synchronize your data with your other devices.
