Why are App Store refunds for canceled trials being denied?

Is it just me or is everyone having issues with refunds. I keep canceling before a trial period is over, usually same day I try the app and the app does not do what it says it will do but I still keep getting billed. I report it and tell them to go look when it was cancelled and they will see it will be before trial period is over but they still refuse to refund the charge they billed me. Apple is getting so bad with their apps.

For free trials of Apple's own products, if not cancelled at least 24 hours before expiry, and a refund is requested, then Apple may kindly, (or may not) approve a particular refund. ie: There's a legal agreement in place, that was accepted when requesting a free trial.

Eg: Legal - Apple Media Services - Apple


However: seems, in some cases Apple acts much like a bank does in transferring payment to a vendor or app developer. Then Apple doesn't have that money to refund. The app developer (or the app-vendor) does. Any refunds would have to come from the person holding your money.

I don't think that has to do with a flow of funds from Apple to the developer. In some countries Apple is not allowed to have a monopoly on the distribution of iOS/iPadOS app. Apps can also be sold directly by third parties. In that case Apple is not involved in any fashion with the sale or refund.
