You can't buy more storage for an iPhone. You can buy more iCloud Storage, but that will never add more space to your iPhone. Open Settings > General > iPhone Storage - how much space is available? You need at least 12GB (possibly a bit more) available space.
Your options are:
- Delete things (photos, videos, apps, messages, files, music, email) from your phone until you have enough space.
- Update the phone using your computer with either Finder on a Mac or Apple Devices on Windows --> Update your iPhone or iPad - Apple Support
Also, it's best to use Wifi, with the phone plugged in to charge and it needs to be above 50% charge to update.
