Family member cannot access shared iCloud storage on iPad

for some reason, one of my family members doesn’t have access to our iCloud storage. It says it is shared with her, but when I click on this person, it says she’s not using it. But when we go into her iPad and there’s no way to select the possibility of using it. Help!
