To stop the Apple Arcade and App Store notifications promoting new games, you need to disable Apple's system-level marketing alerts and standard App Store notifications. Because these promotional pop-ups are pushed directly through the App Store framework rather than the individual games, regular in-game notification toggles won't stop them.

Have you tried after your turned all notifications off, to restart your device to see if the issues persist?
Even with both notification types disabled in the App Store app, and all notifications for App Store and Game Center disabled in the Settings app, these overlays still often appear when opening games from Apple Arcade.
I'm not sure if they're notifications, as these overlays are smaller than regular notifications and just disappear after a while instead of moving to Notification Center.
Even after restarting with all notifications in the App Store app, and notifications for the App Store turned off, these notifications still appear.
