We are just other Apple users, like yourself, in this community forum. We cannot say which iPhones will be able to use iOS when it comes out. Anyone who says yes or no is just guessing. Follow the news and get the answer when Apple announces it.

Obviously nothing is officially announced as of yet, but considering the 11’s A13 chip it wouldn’t be a huge surprise if it isn’t included

We won't know until Apple makes an official announcement.
That said, I would not count on it. The iPhone 11 originally shipped with iOS 11, and therefore has received six major iOS updates. Based on entries in the MacTracker database, it looks like most iPhones receive four to six updates – and I do not believe there are any cases of an iPhone ever having received seven.

As others have suggested, this is a user to user only forum and as users, we have no official knowledge of what devices will update to iOS 27. But let's look at history. iPhone 11 shipped with iOS 13. It has received iOS 14, 15, 16, 17, 18 and 26. That equals 7 major iOS version updates. To date, no iPhone has received more than 7 major updates, so it wouldn't be surprising to think iOS 26 may be the last major update an iPhone 11 received. Apple will surely clarify this in the coming couple weeks at WWDC 2026.

Actually, iPhone 11 shipped originally with iOS 13. And to date as I wrote above it has received 7 major iOS versions.

My bad regarding the "iOS 11". I was looking at "Original OS: iOS 13.0" in MacTracker, and somehow managed to type "11".
I believe that you wrote that the iPhone 11 had received "7 major iOS version updates." The version that originally shipped with a particular iPhone does not count as an update.
not sure if it's official yet but does not look like it

That's a typo. I should have written "iOS 13".
