Set up iPhone controls for adult under guardianship

I have a disabled, adult (36YO) daughter whom I have full legal guardianship for everything (except voting). Essentially, she is a child with voting rights - and has the executive functioning of a 12 year old.. enough functioning to get in trouble. I need to be able to control her iPhone, including location sharing, screen time blocking, certain apps/website blocking. What is the best way to set this up?

You can set up Screen Time and restrictions either directly on the iPad or through Family Sharing. Age is not relevant except for Ask To Buy.

for Ask To Buy, you can momentarily set her Apple Account's age to something under 18 but above 13, set up Ask to buy and then return the account age to over 18 and Ask To Buy will remain on.
