Unfortunately the DMG file you acquire for the El Capitan installer does not contain the actual installer application. Instead it contains a file which will extract the real "Install OS X El Capitan" application bundle into the Applications folder, however, this requires a compatible Mac to perform this step & to create a bootable macOS USB installer from it. You will need access to a working Mac model generally 2007 to 2015 in order to create a bootable macOS 10.11 El Capitan USB installer. You can confirm the other Mac is compatible with El Capitan by using the information in the following article singe the model years I listed are just a general guideline as there may be exceptions:
