How do I carrier unlock an iPhone 17 Pro Max locked to Bell/MTS in Canada?

Only the carrier it is locked to can unlock it.

Contact them. If they can't or won't do so, then it can not be unlocked.

Most carriers will not unlock a device for someone who is not a current or former customer in good standing.
