Was this an OTA (over the air) update performed directly from iPad settings? If so, a failed/corrupted update won't install - as the integrity of the update is verified prior to being installed by the iPad.
Similarly, if using computer to update your iPad using iTunes or Finder, the update is initially downloaded, unpacked and verified by the host computer prior to installation on the iPad. A failed/corrupt download will not install.
