HP's site does not have any Mac drivers for that printer – just Windows and Linux drivers.
From HP's product specifications, it appears that the printer once was compatible with macOS 10.12 (Sierra), 10.13 (High Sierra), and 10.14 (Mojave), but the drivers that worked on an Intel-based Mac under those macOS versions would not be useful on an Apple Silicon Mac – even if they were still available on the HP site.
I can't find this printer in Apple's database of printers known to be AirPrint-compatible. On the other hand, HP's specifications mention iOS as a compatible operating system, which holds out a small sliver of hope that the device is AirPrint-compatible, but that HP just never formally certified it and registered it as such. If it turns out that it is AirPrint-compatible, you would not need drivers to print to it.

There are possibly some other things you could try, if you were willing to go to great lengths. But I'd suggest seeing if you can set the thing up as an AirPrint printer first, just in case the printer supports it.

It is in fact listed as an AirPrint-enabled model LaserJet Pro MFP M428fdw via https://mfi.apple.com/account/airprint-search.
the specs for that printer say:
HP PCL 6, HP postscript level 3 emulation, PDF, URF, Native Office, PWG Raster
Any Printer with "imaging in the printer" like this one that supports 'Postscript emulation' should be able to use the "Generic Postscript" Driver already available in MacOS, any version.

Mea culpa. I searched for the string MFP428fdw – which didn't match anything. I should have left out the FP.
