Another thing you can try is to press the shift key while clicking Safari to open it. This forces Safari to ignore the previous windows.

The error message seems to be related to the bookmarks. If you synchronize Safari with iCloud, try to turn it off to do some tests. (Go to System Settings > [your name] > iCloud and turn Safari off.) If Safari operates normally, turn the synchronization back on.

Am I to understand the Safari app fails to launch, or it launches with no open windows or tabs?

The distinction is important. Obviously you want the latter, after which you should be able to load a new web page such as https://www.apple.com/ that will not cause Safari to crash.

Another troubleshooting step would be to boot Safe Mode, and launch Safari while in that mode: Start up your Mac in safe mode - Apple Support.

Then, reboot normally and test again.
